THE CREATIVE SECTOR OF THE ECONOMY AT THE REGIONAL LEVEL IN THE CONTEXT OF MILITARY CHALLENGES IN UKRAINE

Abstract. Problem Statement. Today, as the state continues its decentralization efforts and updates its strategic vision for regional development through 2027, regions, cities, and communities are involved in selecting and justifying priorities for the restoration and further development of their territories, including a culturally-oriented approach. In this context, taking into account the loss of a significant part of material and human resources, and the deterioration of living conditions in the frontline territories of Ukraine, there is a need to update issues related to the specifics of developing regional ecosystems, taking into account existing cultural values, assessing cultural capital, intellectual resources, and talents in order to form and implement adaptive development strategies. The purpose of the article is to determine the current state of the formation of the creative sector of the economy and creative ecosystems at the regional level in conditions of instability, severe challenges, and dangers caused by military actions. The research methods are based on the scientific principles of economic development, regional studies, and creative economy theories, which made it possible to identify and substantiate the peculiarities of the functioning of creative industries at the regional level in Ukraine. A systematic approach, methods of comprehensive analysis, analysis and synthesis, comparison, content analysis of available open information on the issues, SWOT analysis, and generalization were applied. Research results: it has been established that today’s global trends in the development of the creative economy include the growing role of creative hubs and industry associations, increased demand for adaptive and creative skills in the labor market, and increased opportunities for selling creative products through the constant use of online content as a result of the spread of digitalization. It has been substantiated that European practice and Ukrainian experience show that the most important mechanism for overcoming difficulties and obstacles is the formation of new formats of creative ecosystems at the regional level, which allows establishing links between their individual elements through interaction, in which innovative economic instruments are formed that contribute to the greatest satisfaction of the population’s needs for creative products and services. A comprehensive review and assessment of available information allowed for a SWOT analysis of the development of creative economy ecosystems at the regional level and substantiated the possibilities of their further impact on the strategic development of regions.
